This is one of the biggest mistakes this administration could possibly make.You have in place a system that has been in place for quite awhile.Productive, accountable to congressional oversight,and to the american people.It smacks of sour grapes on the secdef`s part. I do believe the pay,promotions,employment and RIF,provisions will be abused by management,no matter what oversight is in place.It all boils down to that old saw,IF IT AIN`T BROKE, DON`T FIX IT!
