Adverse action protections have been eviscerated under the guise of national security. I believe that this will have the unintended side effect of increasing discrimination complaints, as that will be the only system left which offers an employee a chance at prevailing. The adverse action procedures as proposed will become like the current grievance system - a management system by management and for management, where the employee will fact near insurmountable odds based upon a preponderance of proof and limited MSPB review. What of the Office of Special Counsel? - will they still address prohibited personnel practices, or will those prohibited practices also disappear in the interest of national security??
