By eliminating the annual increase to adjust salaries for inflation, you manage to freeze base salaries for all puposes including retirement at the level established in 2005 or 2006. So not only will my salary be 40 to 60% less in 20 years then it is currently worth today, but my retirement will be reduced by the same 40 to 60%. It is one thing to eliminate the step increases to motive better performance but to set up a system which fails to address the cost of inflation is quite short sighted. Eventually no one will work for DOD when they are paid wages set 5, 10, 15, 20 years ago. Why not use this approach (eliminating yearly inflation adjustments) to solve the social security program?
