Although the current system has problems, the new system will be worse. It gives the " Good ole Boy " aspect more freedome. If the supervisor has a personality conflict with a person they may not get the raise or promotion they deserve and the ones that are their friends will recieve the maximum raise. You say that you are going to keep the Veterans preferance principals but what about the current policies? It appears that you are ounce again taking away certain veterans benifiets. ( RIF, BRAC, 10 point preferance, and job placement in the case of a base closure) We already have enough problems with "friends and family" falling into certain jobs and current personnel not being considered for the jobs. Maybe I'm not understanding what you are trying to impliment, if I'm wrong please correct me. Most of my co workers (GS and WG) are aginst this. Why were current GS employees not given the oppertunity to respond to your ideas since you are starting with the GS field? I feel that the pay, classification and RIF should not change.
