The employee performance appraisal should be changed to an individual rating instead of a over all rating for all employees as for as recognition of their work skills. The way the system works now is that it doesn't matter whether you perform work outstanding or satisfactory,you still get the same performance rating. This does not give an employee much intative to work any harder than the next person even though they have the skill and ability.The performance rating system should be based on an employees work and attendance recored not because of the "buddy system" to be rated by also.We are all idividuals and no one person works the same,but at least the system should be fair and equal to all personnel.I am a veteran and have 35 years with the Federal Government and have been passed over for a promotion because some one in upper management felt like someone else was better qualified for the position.I realize the system is supposed to be fair and equal to all employees and the system is a guide to follow, but at least if there was an individual rating and not a overall rating there would be a boost in moral and production because of the incentive that would be offered.
