Comments:
NSPS was never collaborated with any of the unions affected by the new system. It was the DoD telling the unions “This Is What Will Happen and That Is It”. To say any different is a bold face lie. Meetings held with the affected unions, does not constitute collaboration. Well, maybe in a dictatorship it does, and this has all the ear marks of one.
