This program won't always lead to rewards for high performers. There will always be supervisors and managers who unfairly reward and promote friends, and managers who will unfairly demote people due to reasons other than performance. There are supervisors who are hostile and harbor hatred. The problem with this program is that it does not provide an avenue of appeals for those who come in contact with supervisors who are unfair unless they are treated unfairly due to their race, sex, color, age or physical abilities. Who will protect minorities from minority supervisors who are hostile or who choose to keep them from being promoted or advancing due to hatred? Who will protect non-minorities from non-minority supervisors who are hostile or who choose to keep them from being promoted or advancing due to hatred? This program is not taking the human character into consideration.
