The new NSPS seems to me headed down the wrong road and not a postive change for Dept of Defense. The system will reward employees whom are buddies with the boss. Your award at the end of the year, won't be based on performance, it will be more based the buddy system. Also since most DoD supervisors lack training on how to proper manage, this is especailly true outside the beltway in D.C., the new NSPS will initate more lawsuits against supervisors. I don't agree with the reason that DoD needs the new NSPS is national security, this seems to be a convenient excuse to change the system, that has worked just fine for many years. DoD can hire and fill certain open positions in an expediated manner if they really want to. Also DoD is fundamentally different from private industry that the new NSPS seems to mirror. Private industry main goal, is to make a profit, in that type of business atmosphere it is important hire and fire people. DoD main goal, last time I checked, is to protect the Constitution of the United States and the motivation for DoD employees is fundamentally different than private industry. The new NSPS will cause more problems than correcting any mistakes and especially for DoD supervisors who lack skills and training to properly implement the new NSPS. Overall I am against the new NSPS because I firmly believe it will not improve employee performance and will actually make things worse.
