I think the Government is interested in saving money by not paying out step increases. However, the Federal Government is going to end up spending so much more money resolving the EEO cases that are going to result from this program, that it will probably see no savings at all. Of course, do not be fooled to think there will not be a huge amount of EEO cases which will be paid out. Reason: Managers who work for the Government are historically unfair to protected groups, and the new personnel system equips them with the power to continue this behavior. The new system should have included removal and disciplinary action for individuals who discriminate. However, it appears saving is the only concern, and it does not appear to matter to the Government if more minorities, handicapped, and the elderly are the ones who receive less step increases to their salaries. However, the nepotism that exists within the Federal Government's workforce will no doubt lead to more unprohibited personnel practices.
