Comments:
I strongly oppose the new system because it replaces my guaranteed annual pay raise with a system potentially influenced by favoritism and almost completely dependant on a Supervisor's judgment. It also weakens employee appeal rights, allows for employees to be deployed to anywhere in the world at any time with little or no notice, and because it could have an impact on the Local Bargaining Agreement. Most importantly, I oppose this system because it does not meet its expressed goal of improving the National Security.
