"February 14, 2005 - The Department of Defense (DoD) and the Office of Personnel Management (OPM) have issued proposed regulations to establish the National Security Personnel System. The proposal offers new rules and processes for pay and classification, performance management, hiring, reduction in force, disciplinary matters and appeal procedures, and labor-management relations". What does any of this have to do with National Security? Please provide me with a source of information to clarify this point.
