This seem to be more of a buddy to buddy system than anything else that if you are one of the good old boy (girl) then you could move forward in your career. If you do your job and is not in the buddy system then your career can come to a stop in one place and never receive a pay raise due to no step increase. If all the steps increase was max out before pay change came into effect then this would much better. This was all way something to look forward too even when you did not get that promotion that you was count on.
