While I agree that we need a new designated pay system, NSPS has way too many flaws. 1. For example we are relying on the fact that the supervisors will have no emotional feelings when awarding money to the employees. Of course we all know the supervisors will take care of their family and friends when writing an employees evaluations. 2. This further shows that no matter how hard an employee works, the supervisor will show favortism for or against an employee. Unfortanately this will add more politics into a system that is already unfair. Now you want to make it worse. If my cousin is my supervisor I know I will be taken care of. Now if I am just an average joe, I will get the minimum increase in pay. This has nothing to do with Performance, rather it has more to do with politics. 3. It is bad enought that Supervisors award their friends on the Spot awards for Specail projects and allow their friend to go on travel. Now the average employee caught in this system is not going to get anything. We don't live in a perfect world and it seems greed is more important than doing what it right. Now you have put the power of pay raises in one person's hand, which mean Ultimate power corrupts. I do not agree with this at least the old system was somewhat fair. If there was a way to enact more checks and balances than I would agree with this system. Now it is time to look for a new job, because it does not matter how hard you work in the Goverment but rather how many people you know.
