Supplememtary information, The Case for Action: The continued use of the events of September 11 to invoke fear in the American public to promote this administration's agenda evokes memories of Nazi Germany. Actually, if you think about it, manipulation by fear is terrorism. There is absolutely not one shred of truth that these proposed changes to the personnel system have anything to do with National Security. Actually, quite the contrary. This system will stifle employees from questioning their bosses for fear that they will be rewarded with a lower raise or no raise at all. The last thing the DOD needs is an environment much like the one created at NASA before the Challenger accident. Read the report on the Challenger accident, it doesn't take a genius to figure out how quickly a good healthy questioning attitude can be squashed for fear of retribution. The last thing the DOD needs is an environment much like the one created during the design and construction of the Osprey Program. Read the Osprey Program reports, another fine example of how managers with the power of retribution can affect employees. Back to the September 11 comments in the supplementary section. Exactly what lack of flexibility in the DOD prevented the DOD from taking any neccessary action either prior to September 11 or after? The definition of terrorism is use of force or threats to demoralize, intimidate, and subjugate, esp. such as a political weapon or policy! The only acts of terrorism commited on American soil since September 11 are the ones committed by this administration!
