I feel the concept of pay banding and pay for performance is a good one, but I do not forsee it working. I can only speak for my command, where I am employed. Many employees here are not evaluated truthfully, they are rated higher than their actual performance warrants. Many supervisors are afraid of Union and/or EEO repercussions, if they rate an employee below performance standards, even if the employee is performing below the required level. I know this for a fact in my own command. So how after years of being passed through the system, is a substandard employee going to react when they are rated accurately? In reality, they have a legitimate gripe;" Why have I been rated satisfactory all these years, and now all of a sudden, I am performing below level?" I do not forsee supervisors being fair and objective. I honestly like the new system. I would love to see top performers rewarded, and underacheivers receive their just rewards also. I am tired after 20+ years of civil service, seeing people who barely do their job receive the same rate increase as people who truly perform to the best of their ability.The sad part is, everyone, including supervisors and managers, know exactly who the underperformers are. Civil service needs overhauling.
