Comments:
I believe changes are needed in the current system. There is much need of reform in the way people are promoted, ability of system to rid itself of unproductive employees,imbalance in pay for nonproductive personell and imbalance of pay for technical and administrative job categories. My major concern is job security, which is a major reason for my decision to become a civil servant,and accountability of supervisory personell to be held accountable for their actions whether it be for adverse or positive under this new system. Also of great concern is benefits especially medical which is already less than needed. These are the issues which I believe will degrade under this system if appropriate checks and balances are not made inherent to any new NSPS system
