Reference: 9901.103 There are currently several avenues of methods available to mgmt. to reward outstanding performers and discipline poor ones. Mgmt. only uses the system for political gain, and not for the intended use. The proposed system would only make it easier for mgmt. to expand their political power for personal gain. Mgmt. still consists of old time, old school good old boys who have no experience in good private industry practices. I have 30 years work experience, half of that in private industry. I have a B.S. from a prominent university and have hired and fired people in private industry. We have to put good, non- political mgrs. in place, not a new system, which would only be another tool for the current poor mgrs.
