I wish to submit my comments based more so on the NSPS in general rather than a few specific sections. This is because there are multiple sections that I believe will adversely affect employees without enhancing offering advantages to the Government. This system seems to be more regressive than progressive. Removing the few advantages that longevity may offer employees seems very unfair to those people who have worked 25 plus years for the Goverment. I do not believe reducing the advantages of seniority will enhance national security. I believe the current system in place which is used determining pay issues should remain in place. While it is not perfect and may need adjusting, the NSPS is uncessary and very unfair. While I am not in the GS system, I believe the NSPS will adversely affect those in this system. This new system will give managers the power to directly affect salaries and retirement calcualations. I believe this new system will significantly reduce the union's role and therefore increase the likelyhood of employees not being treated fairly. I do not beleive in changing the union's role to be a security issue. I am not in favor of implementing this new system but to continue to use the current system and improve upon it.
