Comments:
I believe a new personnel system is needed. However, I also feel the new NSPS system, like private sector personnel systems, should contain provisions for upward or another effective management and supervisory evaluation system. There needs to be a check and balance within the system to ensure managers are held accountable for unethical or inappropriate management decisions in respect to the overall treatment and evaluation of employee's. This new system will require managers with old mentalities to adjust, where they donot, a system that can pinpoint and identify those managers is essential.
