I would like to comment that on more than onel occasion, fellow employees have said to me that, once we change to this type of system, it will be unfortunate. Many times. Reasoning behind their thoughts is due to the fact, it allows room for favoritism to provide bonus awards to some and if not liked by supervisor, a powerful tool to bring that person to a stand still with no chance to step up. I have worked for the govt for 31 years now, for the army, navy, airforce, and DLA finally. My thoughts are, that this change is indeed not a good one and is hard hitting the very sector that supports our troops needs. The morale will change, the tempo of production may suffer because of many attitudes that will exist, and employee retention may very well drop. I dont believe this change is necessary although, i will go with whatever our government decides to do. Already, our cost of living increases have been diminished drastically every year for the past 25 yrs or better. Thank you for listening. Respectfully, James Hake
