To Whom It May Concern I wish to comment on the proposed changes to the current personnel system that we now have and works well. To change a system which help build the greatest military in the world makes no sense to me. All that I have read and heard is that its needs to be changed because it is old and outdated. I’ve seen no facts to back this up. The proposals set forth are incomplete and open ended. All I see is about management and the agency. Where do the employees fit in? I only have a few years to go but if this new system is implemented I feel sorry for the employees and the managers. Managers are going to be told what the employee thinks he will want to hear rather then what he needs to know. How can he make a decision based are false data. Employees will be afraid to voice their concerns because their pay will be tied to it. Everything will be so sugar coated that reality will be a thing of the past. Do we really need this kind of civilian work force? I hope the powers that be take a good long hard look at this and realize this is not the way to go. This will turn the federal government into a free fall. People in people out. To think that you are going to retain quality people is ludicrous. Managers are going to surround themselves with yes people. It’s just a lot easier that way. If you happen to be the one who disagree you will be labeled a non team player, even for a valid concern. Next evaluation you may be out the door. Knowing this fact how many people will you get to give you an honest evaluation on any issue. Are we going to base our system on falsehoods? I have worked as a federal employee for nearly thirty years. I will probably be retired before this new system takes place. I tell you this because this is an honest evaluation about these proposed changes. I have built a great life for my wife and four children. We are part of that American Dream which I cherish a great deal. I do realize that having a steady income has played a major part in my success. I also have an opinion which I share with my managers, both negative and positive. With this new system I can’t see how this would be possible. I truly hope DOD will reconsider that us employees have a steak in this. If you plow through with these untested regulations without regard for your employees, this will only cause everyone only a lot of tension. Take a look in our past and research why Title 5 was implemented. Do we really want to go backwards instead of moving forward with a valid personnel system? Sincerely, Nello Pauselli
