I have worked for DOD over 20 years and am very upset with these proposals to our pay system, I have been in the position before we had awards for our preformance appraisals and even though you worked your tail off and went above and beyond to do your job and help your fellow workers accomplish the mission, it was always the same pets over and over that received the awards. Now you are trying to do the same with the pay raise policy. This is not how you should be treating your dedicated hard working employees. This will lower moral and productivity of our civilian work force, every manager I know has their favorites and there is no way to ensure these changes will be done fairly. We work hard and do our job well and expect fair and reasonable raises for our commitment to our country.
