The new NSPS Performance Management system will be a disaster for Federal employees and in turn be a disaster for the Agencies that implement it. There is a reason our forefathers based the old pay system primarily on longevity and not subjective performance ratings. That reason is fairness and equality. In my forty years in the workforce I have worked for many managers and supervisors and as we all know, no two people are alike and no two supervisors would see an employee's performance the same light. Under the new system, some managers will rate employees high while the manager next door will rate employees low. No training in the world can make two people see things the same way. The new NSPS will also foster the "good old boy" system. In many instances it will not be the best performer or hard worker that is rewarded, it will be the employee that gets along best with the boss or is the "favorite". Don't tell me it won't happen because it will and all of the safeguards in the world will not stop it. I am happy I am nearing the end of my Federal career and only have one step increase remaining in my pay grade. I will not have to function long in this system, but I do feel bad for the younger employee. The Federal Employee is already seeing the quality of their fringe benfits (particularly health insurance) being heavily diluted and now they will sufer from a new, highly unfair pay system.
