Pay and Pay Administration – Subpart C (page 7559) The second and third paragraph of this subpart would not be needed or necessary if the NSPS would under “General Provision – Subpart B” only “…phase in coverage of particular groups of employees or Components of the Department.” that are new hires into the Federal Government. Employees already hired into the Federal Government accepted the terms and conditions of employment that were in place, as a contract between employee and employer. A contract between employer and employee should not be rewritten without each employee accepting the new terms of employment. In reading through this Regulation, there is way too much “if, or, but,” and too many things that rely on someone else doing this or that. This Regulation is way to “slippery” without enough concrete blocks; we the employees need straight forward language, exact terms and conditions, we should not have to guess what is happening to our careers. Give us some control concerning our careers; don’t base the employee’s livelihood on one person’s opinion of our abilities. Research shows over and over again that a large percentage of favoritism occurs in the Federal Government due to all advancements being controlled by the yearly appraisals given by supervision. Allow me to better myself, allow what I do to advance my career to count for something, don’t sweep my years and years of excellent or superior work under the rug never to be counted or seen again. Please don’t discourage me from improving my performance by hinging everything to one person’s opinion of me or my work abilities.
