Comments on Subpart E Performance Management DOD has repeatedly stated that they intend to provide effective safeguards to ensure a fair and equitable system. But what will hold them to that promise? Congress? How much time do they want to spend overseeing personnel systems? DOD also stated they would provide employees with an avenue to appeal their "rating of record". They then state it can't be a grievance. The only offer is that you can go back to your supervisor for appeal. Is that an appeal at all to any reasonable person? My suggestion is that appraisals should be fully grievable and there should be a 360 degree appraisal system where employees get to appraise first and second line supervisors.
