After reading the information on the new proposed NSPS, I understand where the SAYING...." You can fool some of the people some of the time BUT...You CAN'T fool all of the people all of the time ." applies perfectly here. Alot of what I read within the whole explanation of the NSPS and what concerned me after having time to absorb all these new proposals/changes... was the unhidden subliminal messages of the phrases or words... of " how the employees will have an involvement, a say... in this new NSPS and.... how their protections and rights along with the Labor Relation Union's rights and their involvement will still be there, in tact. Finnally, after reading and digesting how the NSPS Labor Relations end of it will play into all of this, I have but only one question. How is this called " Labor Relations " when NSPS flatly states (?) : 1. Management's agreement is NOT REQUIRED even after management consults with unions, or considers unions views and recommendations. 2. Bargaining may occur.. POST-IMPLEMENTATION (After the Fact?) 3. The Secretary has FINAL say over National Level Bargaining issues. I am definitely not pleased with this new system and feel that the employees and unions rights have been severely diminished, because at the end of the day, all these new changes just tell me that the government will have the last say on any and all matters pertaining to employees and their employment rights, irregardless of what the employees say or their representative bargaining unit, the union says.
