Comment for Subpart E Performance Management I have been a federal civil service employee for 18 years. In that time I have had good managers and I've had horrible managers. Some of the worst managers were the nicest people. I had a manager early in my career who believed no one did better than succeed in performance. Therefore, we all got that rating and no awards. Of course, that didn't apply to him. He yearly got multiple thousands in awards...for the work we did. I also worked for a manager who thought I walked on water, until five minutes later when I would be called on the carpet for some wrongly perceived mis-step. The whole installation knew she had problems controlling herself. She also got great awards while none of her employees did. I don't think this new system can address those types of problems. My suggestion is to not have this section as part of the plan.
