1. NSPS would give too much control to unfit supervisors. In the past I worked for a manager that didn't believe in rewarding good employees with incentive awards. People that worked at similar projects with different supervisors always got better evaluations than our people for doing the same job. TOO MUCH EMPOWERMENT! Upper management always sided with the inept manager (which was transferred due to lack of performance but not until 10 years of hell).
