Dear Sir, In regard to the proposed NSPS system I am totally opposed to its inception . It is assumed that all APF and NAF personnel are equally compensated. This is totally untrue. NAF personnel are considered unimportant. The pay scale is well below that of the APF person. If it were not for the COLA there would be no raises. NAF Managers are reluctant to increase anyone wages because they must ask the customers to pay more for goods and services. The APF manager is not held accountable. He can just ask Congress for more money. Since 9-11-01 entry unto the base has become more difficult. A significant loss of revenues has resulted to balance the system, why not ask Congress to support the NAF activities at least with the cost of wages. My staff members are not permitted to work 40 hours during the slow time (winter months). There is a lot of work to be done but because of budget constraints none is available to properly compensate the golf course staff. The condition of the golf course suffers due to the lack of funds. The NSPS will create an even larger disparity between the APF personnel and the NAF personnel. Please reconsider this action.
