I am concerned that now hard working loyal governement employees are being treated unfairly. Now longivity and loyalty are not considered in a RIF. It sounds like the supervisor will select who will be RIF. What is to stop you from firing (RIF) an employee ready to retire or before they qualify for full retirement. This could be used to reduce benefits paid to retirees by keeping the workforce full of employees not qualifying for retirement benefits. The Unions were not a part of this plan. When I read the NSPS it said unions were consulted but I find that hard to believe. Now the union of government workers is suing. This does not sound like they were a part of this plan.
