I feel that the NSPS system will only hurt the governments ability to fulfill its mission. This system will turn back the clock to the old days when your ratings were a popularity contest. People who work hard and perform their duties above and beyond the "standard" will be left behind to make room for the needed cash to "award" the employee that is close to the supervisor or the supervisor just likes better because of personalities. There are no checks and balances, too much is left in the hands of the supervisor with little or no recourse for the employee. This system is assuming that all supervisor are fair and honest, but the truth is most are not. If allowed to work under "the good ole boy" system most supervisors will. The government has a large number of civil employees that are near retirement age and it has been written about in many papers that the government wants to recruit the best of the young professionals, well this system will have them running the other way. What will that do to the future for the civil service and their customers, namely the men and women on the battlefield or the american citizen here at home. This system will fix nothing and make matters much worse.
