Refence: Workforce Shaping - Subpart F, pg 7564. In deciding who gets RIF'd, the new order of consideration is (1) tenure group, (2) veteran's preference, (3) individual performance rating, and (4) length of service. Does this mean the most current performance rating on record? If an individual has improved his/her performance over last year but has not yet received a rating that demonstrates that improvement (i.e., received a higher rating than last year) in the year of the RIF, does this mean, that if all things are equal, someone with 20 years in service could be RIF'd before someone with 5 years in service?
