I think the new system is NOT fair. You can work well above your standards and your supervisor can still choose not to give you a decent raise. This system has been in effect in other areas, and some people who are doing a superior job are barely getting any raises. Their raise doesn't even come close to the increase in the cost of living each year. The way this system is set up, the higher up you are, the better your raise will be. The lower you are, the lower your raise will be. All funds in your "pool" will go to favorites instead of hard workers who deserve and have earned a fair raise. This system needs to be stopped before it goes any farther!
