TO Whom It May Concern: In theory, this proposal sounds great, but I beleive it will give management a tool that would allow some managers to discriminate or retaliate againt empolyees instead of its intended purose of rewarding outstanding employees. I realize there are problems in the hiring process and also in the rewarding process, however, I think this proposal would put too much power into the hands of a few irresponsible managers. I think there is a better solution out there than what has been proposed. I agree with my AFGE Union that this proposal is not a wise decision. Carl Yaney
