The proposal for revamping the GS pay system is long overdue. The problem with it is that the proposal leaves current management in place. The current management at Defense Logistics Agency Oklahoma City is a product of the "Good Old Boy System". If the proposal is enacted, favoritism will reign. Current management doesn't consider skills, ability, or education, when advancing or promoting employees and the current DLA policy that makes everyone "equal" in annual performance appraisals allows unqualified people to maintain positions without the necessary skills or abilities. While I am in favor of change, this proposal will not "fix" the existing problems. It must contain provision for management accountability.
