I would like to ask to ask one question: What is wrong with the current system that requires a complete overhaul. You are stating that only certain areas will be effective by the new changes under NSPS, such as Classification, Pay and Compensation, Performance Management, Hiring and Reduction in Force. I have to agree that these areas should be look at and some changes made but the bottom line is Let’s just fix the current system and make it better. This new system seems to be more on the lines of being in the military, something that when I retired I thought that I would never see in the civilian world. Really makes me wonder what my government is trying to do with its DOD civilians. Everything that I have read so far has been geared towards the GS work force. So speaking of that, what is in the making for the WGs, WL and so on or are they going to be exempt. Last time I look, they were also DOD civilians!!!!!!!!!!!!!! Why is it that no-one every wants to work on fixing a current system, but always want to create a different one which waste manpower, time and money. LET’S FIX THE CURRENT ONE AND JUST MAKE IT BETTER. How will this new pay system ENSURE that pay increases are truly based on performance and that discrimination and favoritism will not play a role or be the key to raises? From what I understand this system was in place over 30 years ago and at that time people who were performing above the standards but who did not get along with their boss received no such pay increase due to favoritism or discrimination issues. This new system (NSPS) seems to be leaving itself WIDE OPEN to create several problems areas. The DOD civilian system will be loosing if this is implement by the loose of very well trained and experience personnel that will either retire early of just plain QUIT. Copy of this will be forward to my Congress Young, Sen. Stevens and Sen. Murkowski.
