Page 7559 & 7560, Pay and Pay Administration – Subpart C, the whole section, “This subpart…(specifically, Performance-Based Pay, Rating Methodology: DOD, Performance Pay Pools, Performance Payout, and Other Performance Payouts) reads like the mafia will be stepping to collect some money. This bonus system is, I am trying to be kind and professional, a very bad thing. The Government should not be in bonus payments like industry. In a more general terms, just as we do not what a mixing of Church and State, we should not allow this kind of industry practice in Government. All I see is corruption and favoritism happening. Lincoln said it best in his Gettysburg Address, “..these dead shall not have died in vain, that this nation under God shall have a new birth of freedom, and that government of the people, by the people, for the people shall not perish from the earth.” The dead today may be the oppressed Government workers who are underpaid, which may be the reason there are not a lot of people willing to work for the Government, unless they can get GS-15 pay in Washington DC. Then when you force people to do things against their will look more like some other system than democracy. I do not have the time to review any more. All I get is more upset with reading something that a manager would like to see. I do not see any leadership here. I mean real leadership. All I see is a failed management system creating a new management system that they will have problems managing. I also see the NSPS as operating like a revolving door with industry. Government will train individuals on how the Government works and then the employees will go to work for industry, the same private industries the Government employee was overseeing. Just look at what is happening today, and I see it getting worse, not better. My suggestion is to leave the current system, not the NSPS, in place and move a lot of the high paying positions, that could be medium paid positions, away from high cost areas like Washington DC. Yes, keep a small office in Washington DC, but move all the other workers out to lower cost living areas. We have teleconference capabilities, computer email, blackberry, etc. but the cost of doing Government work keep going up. Why? Because the hard decisions that need to be made are not being made, or because those in power want the power, money. Leadership is about taking risk, and I see the risk here of changing the personnel system as the wrong risk. Yes, there needs to be some changes, but let us make the right decisions. The Constitution states, “We The People…” Let us not have it changed to, “Manage The People…”
