It would be a whole lot easier to comment on the issues outlined in the Federal Register had you written it in a way that everyone would understand and not just the legal folks. I found it very difficult to read as I am sure many others will too. Instead of just a few bullets about the changes that are proposed, perhaps you should give a more clear discription using layman's terms along with the actual documentation (for those who wish to wade through the legalese) that you have included in the Federal Register.
