Each and every section of this NSPS is vague and announces no specifics (just ideas) to comment on other than they will be announced as policy after they are put into effect. With all effort in this proposal you would think that DOD would be able to publish specifics for people to make true comments based on an announced policy. This makes you wonder about what DOD is attempting to do to its dedicated and loyal employees.
