As an auditor, I have worked in more than one federal agency as a GS employee, have been in private industry, and now work for the state government in Colorado. On the surface the concept of greater flexibility might sound appealing, but one only look at the state of Colorado to show how this flexibility will actually work. The present state of Colorado's Pay for Performance plan, which is similar to most of thsi proposed plan, is so screwed up that the Colorado state legislature's budget committee is considering dropping Pay for Performance, BECAUSE IT DOES NOT WORK!!! Human nature is such that favortism exists even with a parent having two children, why would it not exist when a group of strangers are thrown together in a workplace. The spoils/favortism system under this new federal system will result in more fraud, waste, and abuse, as few if any federal employees will want to jeopardize their pay advancement even if corruption is all around them.
