I am a fairly new employee of Civil Service and while I can see problems in the current system for hiring, pay increases, etc., I am not convinced that a wholesale change to the system is necessary in order to achieve what DOD wants as far as flexibility in taking care of its needs. I am happy to learn that pay increases will be based on "performance" but those supervisors and managers will be hard pressed to "fairly" place a price on employee performance since for years the government has hired less than highly qualified personnel and now many of those same personnel have been promoted to management in the old system. I right now feel as though my supervisor in less knowledgable about my job than I am and I have only been at work for a year. He has never counselled people who were habitually late for work or smelled like alcohol distilleries when they arrive at work, etc. So how is it that he now will be able to determine if a employee is performing at an outstanding level? Me thinks he cannot. Be careful where you tread DOD. Attempting to fix problems that ain't broke generally only serves to make things worse, NOT BETTER.
