How ironic that the proposal calls for a pay-for-performance system yet there seems to be little in the way of 'performance' - especially given the time and blueprint from DHS. You have failed in making a system appear credible and trustworthy to employees. 'We'll provide policy issuances later' just doesn't cut it. No bonus for this effort.
