There is not one single section that I have issue with, it's the whole thing. This looks to be the most unfair and completely bias personel system in the history of this country. If your intentions are to give corporate America a "government blueprint on how to screw the workers", then you have accomplished it. I just don't see how anything positive can come out of all the workers in an office back stabbing each other (it already happens, this new system takes it to a new level). But I guess this is what happens when the person put in charge of coming up with this "trainwreck" has absolutly no experience in dealing with personel. I hope are unions and the Senators and Congressmen on our side, send this whole thing packing!
