This proposal brings new meaning to the Army's slogan: An Army of One. This proposal allows the Secretary of Defense to rule with an iron hand, and without oversight from Congress, the employees or their representatives. If this propsal is allowed to proceed, then the United States Army will truly be an Army of One - Secretary Rumsfeld. No one else will be around.
