Comments:
It is impossible to offer constructive comments on this proposal when most of it remains undefined. There are more than sixty instances of procedures and policies that will be defined at a later date under implementing issuances. There are an additional sixty plus instances of wording such as "the Department will establish" - future tense - also meaning that futher aspects of the NSPS are not being presented for public comment. The solution to this is to publish all policies and procedures now, so that they can be afforded Congressional oversight, and scrutiny by both the public and DoD employees and their representatives.
