One of the major reasons the Best Practices Initiative (the forerunner and major contributor to NSPS) was put forward as a revamping of the DoD personnel system was that there are too many different personnel systems in existence today. However, NSPS will allow several versions of personnel managment systems to be initiated. For example, specific occupational series can be in different pay groups in different organizations across the country, depending on local labor market characteristics. Different grades can be incorporated into different pay bands in much the same way. This will not develop one personnel management system - to the contrary it will develop even more than exist now.
