Comments:
Subparts A through F are ill-defined and lacking substantial content, while Subparts G and I are defined ad nauseum. It appears that DoD are much more concerned with effecting employees with adverse actions and derailing the current labor-managment process than they are at truly establishing a pay for performance personnel management system. It is obvious that DoD and the Secretary have punishment of employees first and foremost in their goals with this propsal.
