Comments:
When my organization was coming under a personnel demonstration system, the Federal Register announcing the system was hand carried to each employee, in hard copy form. Why is this proposal not being presented in the same fashion? Is DoD hoping that most employees will not realize they are being placed under this system, and therefore not comment on it?
