In Subpart A, section 9901.101(b) you list the key operational characteristics and requirements of NSPS. One is Agile and Responsive Workforce and Management. This is defined as a workforce that can be easily sized, shaped, and deployed to meet changing mission requirements. Since you made the distinction between workforce and management in the title of this characteristic, but then failed to mention management in it's definition, are we led to believe that only employees, and not management will be easily sized, shaped and deployed?
