In Subpart A, section 9901.101(b) you state that the NSPS will be operational and demonstrate success prior to November 2009. What are the criteria for defining success? Have these criteria been established, or will Secretary Rumsfeld, at his sole and exclusive discretion, define and redefine success up to November 2009?
